Una novedosa propuesta fue presentada por la Asociación de Guías de Turismo de Ultima Esperanza en la pasada reunión del Consejo Consultivo del Parque Nacional Torres del Paine. En la ocasión se hizo efectiva una presentación por parte de los propios guías, que se basó en la experiencia que existe en Canadá sobre el trabajo conjunto con los parques nacionales La presidenta del Consejo Consultivo, Liliana Kusanovic, dijo que siempre es importante extraer experiencias extranjeras exitosas que permitan tener un modelo que pueda aplicarse en Magallanes. Indicó que por lo corto de la reunión el tema no pudo ser analizado a fondo, pero que espera sea profundizado con Conaf. “Lo que se propone -dijo- es una especie de guardaparques autorizados por la Conaf de manera de aumentar la cantidad de gente que esté preocupada de la conservación y del cuidado de los turistas dentro del parque”. Agregó que no era una mala idea, pero que había que estudiarla para que beneficiara a todos.
En búsqueda de la profesionalización
El informe dado a conocer al comité se denomina “En búsqueda de la profesionalización para los guías turísticos. Patagonia Chilena”, la que fue presentada por el Programa Territorial Integrado (PTI) de turismo sustentable de Corfo y la Asociación Gremial de Guías de Turismo de Ultima Esperanza. Después de exponer antecedentes recogidos de la experiencia que se realiza en parques nacionales de Canadá, se planteó que para desarrollar un turismo eficientemente era necesario el trabajo conjunto en todo ámbito, siendo fundamental el conocimiento de otras realidades y que por tanto debiera existir la participación de Conaf, Sernatur y otros servicios en misiones tecnológicas. En el diagnóstico sobre situación actual de los guías locales se destacaron como sus fortalezas en materia de capacitación el contar con diplomados en biodiversidad de la Patagonia cursos de turismo aventura y talleres independientes, entre otros. Otros avances de los guías locales se refieren a la mayor valoración de la importancia del guía en la cadena del valor del turismo, al fortalecimiento de la asociación gremial, a la generación de espacios de opinión donde se ha integrado a este organismo, al interés de las autoridades en trabajar el tema de guías y la asociatividad de las empresas.
Falta de regulación
Entre las debilidades existentes se mencionó la falta de regulación que proteja el trabajo; la escasa fiscalización de los guías extranjeros no residentes; la escasa claridad sobre quiénes podrían efectivamente normar y proteger el trabajo de los guías chilenos o residentes extranjeros; la falta de conciencia de algunas empresas que contratan guías extranjeros no residentes o sin visas de trabajo y la menor transmisión y posicionamiento de la identidad cultural. Lo anterior incide en el menor crecimiento económico local debido a las menores oportunidades de superación, de interés por la educación en turismo, de valorización del entorno y un mayor desempleo.
Como otras deficiencias se mencionó el desconocimiento de la información histórica, cultural y ambiental que se entrega; el desconocimiento sobre la transmisión de información educativa para cuidar el entorno; el desconocimiento de los protocolos en caso de emergencia; la escasez de guías especializados y la mediana valoración de algunas empresas sobre la importancia de contar con guías locales, especializados y de incentivar su perfeccionamiento. Además se enfatizó en la escasa medición de las capacidades de los guías. Como ejemplo mencionaron que Conaf que mide conocimientos generales, pero no técnicas específicas fundamentales, primeros auxilios, liderazgo y otros.
Propuestas para mejorar
Entre las propuestas de mejoramiento se mencionó el formar un comité de trabajo con todos los actores relevantes, que permita entregar una propuesta en abril de 2007. Se incluyen temas como la clarificación de las responsabilidades o competencias legales de cada entidad con injerencia en el tema de los guías (Gobernación, Investigaciones, municipalidades, Conaf, Armada, Inspección del Trabajo, Sernatur y otros). Además contar con un mecanismo de evaluación de guías mediante pruebas teóricas y prácticas específicas validadas por el comité de trabajo y aplicables por Conaf a tipos de guías (en trekking, convencional, kayak, turismo de intereses especiales y otros) y establecer niveles básico, intermedio y avanzado. También se apunta a establecer una lista de requisitos mínimos y comprobables para las distintas categorías. Además planificar acciones a corto, mediano y largo plazo para trabajar conjuntamente con los guardaparques para fiscalizar y proteger las áreas silvestres protegidas; coordinar todas las acciones con la propuesta de certificación nacional del Instituto de Nacional de Normalización (INN) - Sernatur y crear mecanismos que en base de los puntos anteriores permitan regular, fiscalizar y proteger el trabajo de los guías que cumplan con los requisitos.
